Grassroots Engine of BCPG

BCPG operates through a network of state chapters and local Cells embedded in every Local Government / LCDA. These Cells serve as neighbourhood watch-points for identifying sick buildings, reporting contraventions, and engaging communities before collapse happens.

State Chapters

Coordinating the Profession

Each state chapter brings together members of the seven built environment professional bodies to coordinate activities, trainings, and policy engagement within the state.

  • Lagos State Chapter – pioneer chapter with zonal Cells across LCDAs.
  • Abuja and other emerging chapters as captured in internal BCPG records.
  • Chapters interface with Ministries, Agencies and allied regulators.
Cells in LCDAs

Neighbourhood Watch for Buildings

Cells are formed at LCDA / LGA level. In each Cell, professionals living or working in that axis volunteer to monitor construction activities.

  • Identify distressed or non-compliant buildings.
  • Document observations using BCPG site forms.
  • Escalate serious risks to the Engine Room and relevant regulators.
Leadership

Cell Coordinators & Zone Leads

Cells are grouped into zones within each state. Each zone has coordinators drawn from the professional bodies to ensure coverage and accountability.

  • Cell Coordinators anchor local meetings and site visits.
  • Zonal Leads consolidate reports and liaise with the state chapter.
  • Lists of current coordinators are maintained within the Secretariat records.
How to Join a Cell

Get Involved Where You Live

Professionals registered with any of the seven built environment institutes can serve in a Cell within their area of practice or residence.

  • Complete the BCPG membership or volunteer registration.
  • Indicate your state, LGA / LCDA and professional body.
  • The Secretariat or state chapter will assign you to an appropriate Cell.
Escalation Path

From Street to Regulators

When a risky structure is identified, the Cell does not work in isolation.

  • Initial documentation and photos by the Cell.
  • Report escalated to the BCPG Engine Room.
  • BCPG engages LASBCA, SON and other agencies for enforcement where required.
Data & Records

Structured Monitoring

The internal BCPG cell spreadsheets and databases capture:

  • LCDA / LGA names and mapped Cells.
  • Contact details of Cell members and coordinators.
  • Historical inspection and risk reports for trend analysis.
